Ireland’s Stamp 0 immigration permission allows non-EU nationals to reside in Ireland on the condition that they are fully self-sufficient — meaning they do not access any state benefits, public healthcare, or social welfare. It is Ireland’s pathway for wealthy retirees who want an English-speaking EU base.

The Requirements

  • Financial self-sufficiency: Annual income of at least €50,000 per person (or equivalent savings)
  • Private health insurance: Comprehensive policy covering Ireland
  • No recourse to public funds — you may not access Irish social welfare, public healthcare (medical card), or housing assistance
  • Clean criminal record
  • No work permitted

The Application

  1. Apply at the local Immigration Office (Burgh Quay in Dublin, or local GNIB office outside Dublin)
  2. Documents: passport, proof of income/savings, private health insurance, proof of accommodation
  3. Initial permission: 1 year
  4. Renewal: annually
  5. Does not count toward Irish citizenship requirements (Stamp 0 time is excluded)

The Tax Implications

Stamp 0 holders who become Irish tax residents (183+ days) are subject to Irish income tax. However, the Non-Dom remittance basis applies if you are not Irish-domiciled — meaning foreign income not remitted to Ireland is untaxed.

The Practical Use

Stamp 0 is primarily used by:

  • Wealthy retirees who want access to Ireland’s lifestyle without work or public service obligations
  • Non-EU spouses of Irish citizens who don’t qualify for other permissions
