Ireland’s Stamp 0 immigration permission allows non-EU nationals to reside in Ireland on the condition that they are fully self-sufficient — meaning they do not access any state benefits, public healthcare, or social welfare. It is Ireland’s pathway for wealthy retirees who want an English-speaking EU base.
The Requirements
- Financial self-sufficiency: Annual income of at least €50,000 per person (or equivalent savings)
- Private health insurance: Comprehensive policy covering Ireland
- No recourse to public funds — you may not access Irish social welfare, public healthcare (medical card), or housing assistance
- Clean criminal record
- No work permitted
The Application
- Apply at the local Immigration Office (Burgh Quay in Dublin, or local GNIB office outside Dublin)
- Documents: passport, proof of income/savings, private health insurance, proof of accommodation

The Tax Implications
Stamp 0 holders who become Irish tax residents (183+ days) are subject to Irish income tax. However, the Non-Dom remittance basis applies if you are not Irish-domiciled — meaning foreign income not remitted to Ireland is untaxed.
