Bucharest offers some of the fastest fiber internet in the world and a massive tech talent pool at Eastern European prices. Following its partial integration into the Schengen zone (for air and sea borders), Romania launched a Digital Nomad Visa offering non-EU remote workers a 1-year residency, turning it into a premier bootstrapping hub.

The €3,300/Month Income Threshold

To qualify, you must prove that your monthly remote income is at least three times the Romanian gross average monthly salary. Currently, this equates to roughly €3,300 (about $3,600 USD) per month. You must provide 6 months of bank statements and an apostilled employment contract or certificate of incorporation proving your business is registered outside Romania.

The Total Tax Exemption Loophole

The Romanian Nomad Visa was initially unclear regarding taxation. However, legislation passed explicitly clarifies that digital nomads are exempt from paying Romanian income tax, social security, and health insurance contributions on their foreign remote income, provided they are physically present in Romania for less than 183 days in any consecutive 12-month period. If you stay under 183 days, you pay 0% tax. If you stay 184 days, you become a tax resident and are subject to Romania’s 10% flat income tax rate.

The Housing Registration Friction

You cannot apply for the visa without a registered lease. You must secure a rental agreement in Romania (usually 1 year) before applying. The landlord must formally register this lease with the ANAF (Romanian Tax Authority). Many landlords avoid ANAF registration to evade taxes; if you rent from one of these landlords, your visa application will be rejected instantly.

The Final Deadline/Critical Rule

The visa is initially issued for 6 months and can be extended to 1 year if you continue to meet the income requirements. However, it does not lead to permanent residency. If your goal is an EU passport, Romania is a poor choice. It is strictly a tactical, low-cost operational base.
