Malaysia MM2H: The Revised Second Home Program for Retirees

Malaysia’s My Second Home (MM2H) program was one of the world’s most popular long-term residence programs until 2021, when the government dramatically increased the financial requirements. The revised program remains viable for the Executive tier, but is no longer the budget play it once was.

The 2024 Requirements

Tier: Silver (5 years)

  • Fixed deposit: RM 150,000 (~$33,000 USD)
  • Monthly offshore income: RM 40,000 (~$8,800 USD)
  • Liquid assets: RM 150,000 (~$33,000 USD)

Tier: Gold (15 years)

  • Fixed deposit: RM 500,000 (~$110,000 USD)
  • Monthly offshore income: RM 40,000 (~$8,800 USD)
  • Liquid assets: RM 500,000 (~$110,000 USD)

Tier: Platinum (20 years)

  • Fixed deposit: RM 1,000,000 (~$220,000 USD)
  • Monthly offshore income: RM 40,000 (~$8,800 USD)
  • Liquid assets: RM 1,000,000 (~$220,000 USD)

The Tax Structure

Malaysia uses a territorial tax system (with 2024 updates). Foreign-sourced income was historically exempt, but recent changes mean foreign-sourced income remitted to Malaysia may now be taxable.

  • Malaysian-sourced income: Progressive rates up to 30%
  • Foreign-sourced income (not remitted): 0%
  • Foreign-sourced income (remitted): Subject to tax (but with ongoing exemptions and transitional rules)

The structural play: maintain foreign banking and minimize remittances to Malaysia.

The Cost of Living

Kuala Lumpur remains one of Asia’s best value cities:

CategoryMonthly (USD)
1BR condo (KLCC area)$500-900
Groceries + eating out$250-400
Transport (Grab + LRT)$50-80
Health insurance$100-200
Mobile + Internet$20-30
Total$920-1,610

The Healthcare Advantage

Malaysia has world-class private hospitals (Gleneagles, Prince Court, Sunway Medical) at 60-80% below US costs. Medical tourism is a major industry. A comprehensive private health screening costs $100-200. Specialist consultations run $20-40.

The Penang Alternative

Many retirees choose Penang over KL:

  • 30% lower costs than Kuala Lumpur
  • UNESCO-listed George Town with rich food culture
  • Large established expat community
  • Penang Adventist Hospital and Island Hospital for healthcare
